The Challenges of International Trade in Plastics: Challenges and Prospects

Plastics can harm the environment throughout their life cycle: from the carbon footprint and pollution generated during the sourcing of raw materials and the manufacturing stages of primary and final plastics, to leaks into the environment at the end of their life.
International trade through global value chains has promoted the development of plastics, especially in the packaging sector, with hidden flows accounting for an additional 70 million tons in plastic trade flows.
Trade policies can support the economic viability of the recycling market through access to collection goods, services, and technologies, more efficient border administrative procedures, waste management, and technical regulatory measures such as standards, labeling schemes, and conformity assessment procedures, all of which have implications for circular plastic value chains and the use of recycled materials.
Given the importance of international trade to the progress of the global plastics sector, it has become crucial to establish an international agreement and coordinate national policies at all stages of plastic production.
